Assemblyman Oaks Weighs in on Cuomo’s 2016-17 Budget Proposal

A quick review of Governor Cuomo’s 2017-18 budget proposal shows it is full of numerous new proposals that beg the questions, how does he plan to pay for it? The $152 billion spending plan is almost $5 billion higher than the current year, meaning a 3.4% increase. When considering only the state operating funds portion, however, the Governor was able to just stay within his self- imposed 2.0% cap, with a total of 1.94%.. The plan would increase debt, continue a tax set to expire on high earners and relies on using all $1.4 billion of the remaining unspent settlement money. Starting next Monday, January 23, the legislature will begin the process of holding joint budget hearings to ask questions of Cuomo administration officials and gain input from various groups from around the state.
